This is directly related to the skills and abilities outlined below under Mandatory Technical Qualifications. This experience will typically have been at the GS-14/15 level or higher in the Federal service, state or local government, or with nongovernmental organizations. The Chief of Staff The position is in the Office of the Assistant Secretary to Policy, Management and Budget (ASPMB) Oversee program coordination, budget and personnel issues, policy implementation, special projects and administrative direction for support staff. The Secretary of the Interior has the office responsible for budgetary, financial, and performance management. There are many other management activities of the Department of the Interior.
Particular Duties These are the responsibilities of the incumbent :
- As the AS-PMB’s principal management advisor and senior career officer, he provides direction and leadership in the formulation and execution of the office budget, as well as other fiscal and administrative matters. Administration and Departmental management initiatives and special projects.
- Provides counsel, analysis, and oversight on issues and policies that have the greatest impact on the Department’s mission, financial management, and operations.
- Assists in overseeing the day-to-day operation of the office, including written and oral answers and inquiries, personnel issues and supervision of administrative staff. Also, provides advice about general staffing for the AS-PMB.
- Participates with and advises the AS-PMB on the development and presentation of AS-PMB and secretarial programs and policies.
- Coordinates and assists AS-PMB with and schedules all materials preparation, including written statements, briefing papers, background information and background information for AS-PMB and Departmental officials who will present testimony to Congress.
- Collaborates with and liaises with top officials in the Department, the Secretary’s Immediate Office and the Office of Congressional and Legislative Affairs. The Office of Inspector General, The Office of the Executive Secretariate and the Solicitor’s Office.
- Forms policy recommendations for the Assistant Secretary and Principal Deputy Assistant Secret and, as necessary, gives overall direction to achieve goals and resolves/elevates issues. This includes developing and maintaining Department-wide relations in order to ensure the success of the special project.

- To provide general direction, implement policies, coordinate programs, and advise the management, in-depth knowledge of Departmental procedures, policies, and programs and their interrelationships.
- For top executives to be able to provide oversight and execute missions, they must have an in-depth understanding of the requirements, processes and best practices.
- Ability to collaborate with senior department and bureau leaders to provide guidance/counsel to top executive management of an agency/organization with respect to policy/program/management issues and to coordinate with counterpart authorities with related responsibilities in other organizations
Education This position does not require positive education. For this position, the applicant must file a Financial Disclosure Report (SF-278) and the supplemental form Confidential Statement Of Employment and Financial Interest (DI-278).
