General Attorney Job Vacancy In Washington DC, USA

Duties 

The Attorney-Advisor will provide advice and perform functions in relation to ongoing and anticipated ICTS transaction reviews. This includes drafting legal recommendations and memoranda, formulating investigative strategies, reviewing responses to subpoenas and responding documents, interfacing with outside counsel, assessing evidence, and preparing risk assessments. Developing measures to address any risks through mitigation agreements and making recommendations to Secretary regarding initial and final determinations. 

As assigned, the Attorney-Advisor will also be responsible for rulemaking and other legal duties in connection with ICTS work. Other duties include providing technical advice to the Department, especially in relation to its ICTS authorities; drafting, reviewing, and revising statutes, regulations and Executive Orders that contain Department equities, as they relate to ICTS; reviewing compliance to statutory, regulatory and executive order requirements and coordination with other Departmental or interagency offices as needed; counseling and bringing to attention the attention of department leadership and office matters; and briefing the Department leadership on these matters. 

The Attorney-Advisor will also be required to perform duties that require minimal preparation and review. This may include independent legal research, approach planning, or the development of legal recommendations regarding the Department’s ICTS responsibilities.

The lawyer(s) will work at the GS-13 to GS-15 grade levels depending on their experience and the promotion potential for the position. All Grade Levels Must Have the Basic Requirements

  • A Juris Doctor (J.D.), or a graduate, is required. You must have a degree from an accredited law school or its equivalent; AND
  • You must be a bar member in any of the 50 US states, Washington DC, Puerto Rico, or the US. Virgin Islands

Minimum Requirements: 

OGC generally has a GS-11-15 career ladder for attorneys. Minimum qualifications to be hired at any grade level (or equivalent) include GS-13: Applicants who apply at the GS-13 level need two years of relevant legal experience. GS-14: Applicants who apply for the GS-14 grade need at least three years of legal experience. GS-15: Applicants who apply for the GS-15 grade need at least four years of legal experience.

  • Experience in international and/or national security laws
  • Administrative Procedure Act: Experience promulgating rules
  • Experience in investigating criminal and civil cases
  • Experience in litigating cases before a Federal or State court
  • Demonstrates the ability to analyze complex and new legal issues and develop strategies to address them, often in a short time frame.
  • Strong organizational and writing skills.
